    I read that the Department of Transportaion is going to start urging teens not to drive until they are 21. Many teen deaths are caused by driving, and it is hoped that teaching driving abstinence will lower the death toll.

    Surprisingly, however, the new abstinence-based driver training will not include instructions on using seat belts. “If teens know that seat belts make driving safer,” a department spokesperson said, “they’ll be more likely to drive before they are ready.”
