Many teen deaths are caused by driving, and it is hoped that teaching driving abstinence will lower the death toll. Surprisingly, however, the new abstinence-based driver training will not include instructions on using seat belts. "If teens know that seat belts make driving safer," a department spokesperson said, "they'll be more likely to drive before they are ready."
