They were lit by various street lights, and the glow from the adjacent museum windows. Kinda like having a flash hit them. I also cooled the color a bit in Lightroom to correct for the orange color cast from the sodium vapor street lights. This made the balloons stand out more and appear closer to the way I saw them.
