The MTV Music awards are broadcast through privately owned cables and are not regulated by the FCC. The Superbowl was broadcast over public air, which is regulated like any other public space. This is why cable news stations could air the superbowl nip-clip without censoring it, while other news stations could not.

You make excellent arguments with your other examples. Would it be better if all the ladies and stations were fined or would you prefer we allow topless women on public stations? If so, should women be permitted in other public places (like parks)?

It is hypocrisy. Just look at jennifer lopezs video, the one with ben affleck in it. She is dancing around on some big stage wearing a shear shirt- NO BRA!
