		<description>It&#039;s pretty hard to determine cause and effect from the information presented in that article (though it certainly didn&#039;t stop the author). I&#039;d be interested in seeing the numbers over time, to see which trend preceded the other. Did the progressive policies attract a lack of diversity, or did the lack of diversity lead to progressive policies (as the author is claiming)?</description>
